Dear Readers:

Let me first say, that though Elian has returned to Cuba, his legacy will last for a long time. We hope that one day he can return to this land of freedom and democracy.

Doral Incorporation:
Our incorporation process has taken a new direction with the possibility of creating our city sooner that we expected.

Recently, the County Commissioners passed a resolution creating Doral Municipal Advisory Committee that will negotiate with the County the orderly terms of the planned incorporation.

The main issues will be the retention of the Metro Police, the mitigation fee to help the recipient communities, the trash collection, the libraries, etc.

If there is an agreement, we could see a possible vote by November elections. The incorporation process requires several steps, among those are the following:

1. Decide the area to be incorporated.

2. Verify that the defined area can generate enough funds to subsist as a city.

3. Gather enough signatures of those that wish to incorporate.

4. Submit the package to the County and wait for the Commissioners to vote in favor of allowing the vote to take place.

5. If the voters approve the incorporation, the County creates a Charter Committee that would work on the articles of incorporation. The Commissioners approve the Charter.

6. The residents vote on the Charter for approval.

7. The residents elect the city officials like the Mayor and the Council.

8. The new city commences operating.

The future city of Doral is ready for a vote as soon as the commissioners approve our application--we will continue providing information on the subject.

We need that all voters go out and vote when the time comes. If you are not registered, please do so soon. You can find the application at the Doral Park Country Club or at most governmental offices.

The Explosions at Doral:
Those of us that live or work at Doral experience the constant explosions that occur on West Dade.
Governor Bush signed a law this past month taking the control of the explosions and the frequency, from the County and gave it to the State Fire Marshal.

This new law increased the levels and how often they can detonate during the day. This amendment was included at the last minute to a very important transportation bill without taking the proper steps.

Dr. Miriam Alonso, our County Commissioner is taking steps to defeat the portion of the law pertaining to the blasting and has sent a clear message to the Governor, the legislators, and the industry that we are not going to tolerate this abuse.

We will not watch our homes and our quality of live suffer with the changes in this law. She needs the community support; we must unite to fight this change; please contact her at 305 599 1200.

In conclusion, I would like to thank our Fire and Rescue Unit for the excellent job provided to me when I called 911.

I had a terrible experience after eating seafood soup at a local restaurant--the fish used was poisoned with ciguatera. This is a toxin that cannot be detected, but is in the system of many fishes like Barracuda, Grouper, Amberjack, and others as a result of these larger fishes eating smaller fishes that eat algae (ciguatoxin) from the reef. The effects can be fatal.

I am still having many side effects from this experience. These 911 heroes who day after day respond to every emergency are a necessity to every community. Again thanks.
